Felix Antonio Mejias Vigil, aged 35 and a resident of Fairfax, was spotted on surveillance footage pacing around Franconia Park in the Groveton area, as reported by the Fairfax County Police Department.
According to multiple reports, Vigil's appearance matched the description of a serial sex offender responsible for indecent exposure incidents in the park during July and September. Franconia and Mount Vernon police swiftly responded to the alert, and upon their arrival, Vigil attempted to flee. In a shocking turn of events, he started stripping off his clothes and discarding them in the nearby woods. The offenses spanned from a public indecency incident on Telegraph Road over the summer to alleged indecent liberties with a minor at the Virginia Hills Swim Club. Vigil now faces a slew of charges, including two counts of indecent liberties with a child under 15, four counts of actual or simulated masturbation in public, and false identification to law enforcement.
