People were surprised because they thought they were seeing pandas, but they were actually chow-chow dogs. The zookeepers cut the dogs' hair and then dyed them to look like pandas. People visited the zoo every day between 8 am and 5 pm to see the painted dogs. When they realised the dogs were not pandas, they felt really upset.
