Rashtriya Janata Dal (RJD) leader Abdul Bari Siddiqui stoked controversy after he said women with lipsticks and bob-cut hairstyles would come forward in the name of the women's reservation bill, which was passed in the Rajya Sabha during a special session of Parliament earlier this month.
