President Abraham Lincoln issued the Emancipation Proclamation in 1863, during the American Civil War, announcing the freedom of almost three million people who had been held as slaves in the Confederate States. But it would take more than two years for African Americans in Texas to learn of the incident. Confirming the end of the war and the liberation of all enslaved people, Union forces under Officer Gordon Granger arrived in Galveston, Texas, on June 19, 1865.
The first official Juneteenth festivities were held in Texas the following year on June 19. Prayer gatherings and spiritual singing were part of the original celebrations, and participants dressed in new garments to symbolise their recently acquired freedom. After a short while, African Americans began commemorating the day annually in other states as well. However, Juneteenth was not recognised as a federal holiday until President Joe Biden signed the Juneteenth National Independence Day Act in June 2021.
