The centre has ordered action against Shah Faesal, the only IAS officer from Jammu and Kashmir to have ever topped the civil services exam for a Facebook post, which he describes as a 'sarcastic tweet against rape-culture in South Asia'. The Government of India has asked the Jammu and Kashmir to initiate departmental action against Faesal for violating the All India Services (conduct rules) in his tweet.

Faesal had posted a tweet saying, "Population +patriarchy +illiteracy +alcohol +porn +technology +anarchy = rapistan". His tweet on 'Rapistan' came in the wake of the brutal Kathua gangrape which created a huge political row in Jammu and Kashmir.

According to a report on Greater Kashmir, the general administration department of Jammu and Kashmir government said Faesal has “allegedly failed to maintain absolute honesty and integrity in discharge of your official duty and thus acted in a manner unbecoming of a public servant”.

Sharing the order on his Twitter handle, Faesal said “Love letter from my boss for my sarcastic tweet against rape-culture in South Asia. The irony here is that service rules with a colonial spirit are invoked in a democratic India to stifle the freedom of conscience. I'm sharing this to underscore the need for a rule."

National Conference leader Omar Abdullah commenting on the issue said the DoPT seemed to be determined to chase Faesal out of civil service that asked how does a sarcastic tweet make him dishonest?

Faesal is a household name across the state and is currently on leave while taking a course at Harvard University. The 35-year-old man has inspired many to join the civil services in his state.
