My intervention w/ @KeralaGovernor (as University Chancellor) on the extraordinary decision to prepone announced examinations by four days. Our students are resigned to postponements, but holding them earlier than planned plays havoc w/ preparations, esp post-floods! pic.twitter.com/xt6Vzq2VGO

More Observations
Haha, good observation! I guess someone else drafted this letter. Otherwise Mr Tharoor would certainly have used "advanced" instead of "preponed".

People Having a Hard Time Believing Tharoor Drafted the Letter
When US English comes up with new words which are not in Queen's Repertoire, most Indians happily accept them. But Indianisms are taboo even after getting accepted in the Oxford English Dictionary.😥🤔
But I agree that this may be the handiwork of someone in the office.🙄

Tharoor's letter requested for reconsideration of the announcement made by the University pertaining to the exam dates. The recent notification by the University of Kerala said that the exams which were scheduled from September 3, 2019 will now commence from August 30, 2019.
Tharoor asked the University to also take into account the floods in Kerala and how that might have impacted preparation of the students. There were many students who expressed their gratitude to the MP as well but the trolls dominated the exchange on Twitter, expressing shock and disbelief to see Tharoor using the word "prepone".
