As per the parliamentary norms, the lawmaker elected for the highest number of terms is given the charge. In case, there are multiple senior MPs sharing the same number of terms, the one who has served as a lawmaker for the highest number of years is selected. If there are still more than 1 eligible names, then the decision on pro-term speaker appointment is taken by the President.

Gangwar, who served as the Labour Minister in the outgoing Modi government, would not be appointed as the pro-term speaker if he is re-inducted into the Cabinet.

The other BJP leader who shares the same number of parliamentary terms as Gangwar is Maneka Gandhi. However, if she is also inducted into the Cabinet, then the President will have to decide between Congress MP Kodikunnil Suresh, Samajwadi Party MP Mulayam Singh Yadav and Independent lawmaker Mohanbhai Delkar -- who have been elected for seventh term each.

When the 16th Lok Sabha was convened, nine-time Congress MP from Chhindwara, Kamal Nath was appointed as the pro-tem speaker. The veteran leader, however, was not in the fray in this elections as he is currently serving as the Chief Minister of Madhya Pradesh.
