Tarun Gogoi had defended the Nationalist Register of Citizens (NRC) in Assam and termed the Citizenship Amendment Act 2019 "discriminatory". "The NRC and Citizenship Amendment Bill (now an Act) are contradictory to each other," Gogoi had told The Indian Express in August. Protests have erupted against the Act in several parts of the country, especially in Assam where armed forces have been deployed to maintain law and order.

The new Act will apply to members of six non-Muslim communities -- Hindu, Sikh, Buddhist, Jain, Parsi and Christian -- from Pakistan, Bangladesh and Afghanistan who have sought shelter in India as of December 31, 2014 due to religious persecution.
