Srinagar, August 16: Jammu and Kashmir Chief Secretary BVR Subrahmanyam said on Friday that schools and offices in the Union Territory of Jammu and Kashmir will reopen from Monday onward in a 'phased' manner. Speaking at a press conference, the Chief Secretary also added that Jammu and Kashmir witnessed no loss of lives despite Pakistan's effort to manufacture violence in the valley after the abrogation of Article 370 and the bifurcation of J&K into two separate Union Territories of Jammu and Kashmir and Ladakh. Article 370 Revoked: Nirmal Singh Removes Jammu And Kashmir Flag From Official Vehicle, Watch Video.

The Chief Secretary said that, "12 out of 22 districts are functioning normally with some limited restrictions in 5 districts. On the easing of restrictions, Chief Secretary BVR Subrahmanyam added that, "Movement of public transport to be made operational. Telecom connectivity will be gradually eased and restored in a phased manner. Steps consequently taken included restrictions on free movement and telecom connectivity prevention of large gathering, closure of schools and colleges."

"A few preventive detentions of individuals were also made in accordance with provisions of law to maintain law and order," said Subrahmanyam on the preventive arrests made in Jammu and Kashmir after the abrogation of Article 370.

"In implementing decision taken last fortnight, cross-border terrorism required Govt to put in place certain preventing steps. Important factor was credible inputs that such organisations were planning to undertake strikes in J&K in immediate future," he said briefing the media on Pakistan trying to destabilise the valley.
