New Delhi, July 5: In his first communication with Lieutenant Governor Anil Baijal after the Supreme Court's landmark order, Delhi Chief Minister Arvind Kejriwal on Thursday said the LG's approval is no longer mandatory for all subjects of governance.

"I wish to bring to your kind notice two specific issues adjudged by Hon’ble Supreme Court  - LG’s “concurrence” would now not be required on any matter and executive powers related to "Services" lies with Council of Ministers," Kejriwal wrote in a letter sent to the Raj Bhawan.

Kejriwal's letter came a day after the Delhi Services Department refused to accept an order issued by the AAP government which transferred the right to appoint and transfer bureaucrats to the Chief Minister.

Under the incumbent set-up, the right is reserved by the respective heads of departments, the Chief Secretary and the LG.

The Services Department, while refusing to adhere to the state government's order, said the apex court verdict did not categorically abolish a 2016 notification which barred the Chief Minister or his Council from transferring or appointing the administrative officers.

Deputy CM Manish Sisodia said the refusal to accept the government's order amounts to "contempt of court".

He has appealed the ruling BJP at Centre to "show remorse" and "finally allow" the state government discharge its duty.

In defence of the central government, Union Minister Arun Jaitley penned a blog saying it would be "erroneous" for AAP to claim victory after the top court's verdict.

The judgement, he said, gives due importance to the "opinion of the elected government" but maintains status quo on the governance in the national capital territory.
