Two-Child Policy: Delhi High Court Issues Notice to Centre on Plea Seeking Its Implementation

New Delhi, May 29: The Delhi High Court on Wednesday issued a notice to the Centre on a plea seeking the implementation of two-child policy, as recommended in the report submitted by Justice Venkatachaliah. Finding merit in the public interest litigation, the court decided to dispatch a notice to the Centre.

Justice Venkatachaliah, who headed the National Commission to Review the Working of the Constitution (NCRWC), had recommended in his report to restrict the flow of subsidies and other benefits to households with more than three children.

The implementation of Venkatachaliah report would require the Centre to insert Article 47A through a constitutional amendment act, which allow the government to formulate laws on population control.

The petition, on which the Delhi High Court acted today, has been filed by BJP leader Ashwini Upadhyaya. His plea argues before the bench that most of the problems which have plagued the nation is due to the unprecedented growth in population.

Notably, it also comes in the backdrop of a demand raised by yoga guru Baba Ramdev, seeking curtailment of certain rights to the third child, including the right to vote, in a bid to restrict the population boom.

Similar demand has also been raised by BJP veteran Begusarai MP Giriraj Singh, saying that the country requires a strict two-child norm to safeguard the interests of future generations.
