The sexual assault against women in the country only seems to rise. Day after day there are rape cases reported from different parts of the country. Now in a landmark move, India has rolled out a National Registry of Sexual Offenders which lists all the accused. The list has not only the names but photographs, DNA samples, PAN and Aadhaar details of the convicts. This database will be maintained by the National Crime Records Bureau (NCRB). A lot of sexual crimes against women do not get the desired justice and it is definitely not a speedy process. Sexual offenders are let go scot-free as if they have no fear of the law. The National Registry Of Sexual Offenders acts as a major initiative for women safety. It has information on more than 4.5 lakh cases and includes both first and repeat offenders. The data has been compiled from prisons across the country. The offenders will be classified on the basis of criminal history to ascertain if "they pose a serious danger to the community," reports The Indian Express.
This list will be available only to the law enforcement agencies who are investigating cases in India. It will help in identifying the repeat offenders and the society too will be made aware of these criminals. Juvenile offenders will also be included in the list later. The decision to maintain a database came out in April following the outrage after Kathua and Unnao rape cases.
There has been an increase in the crime rates against women in the last two years. India becomes the 9th country in the world to maintain such a database. However, in the US this database is also accessible to the public. Other eight countries which maintain such a list are Canada, Australia, UK, Ireland, New Zealand, South Africa, Trinidad and Tobago.
