Chandigarh, November 17: Haryana Chief Minister Manohar Lal Khattar has made another controversial comment on increasing cases of rape and eve-teasing. Addressing a crowd on Thursday, Manohar Lal Khattar said mere a verbal spat between known people often leads to rape accusation and registration of an FIR. He said rape incidents have not increased, but concerns around it have risen.

"In 80-90 per cent incidents of rape, involved people know each other. Often, people hang out together for a long time, and after an argument, file an FIR, alleging that rape happened," Khattar is seen saying in a video. This is not the first time when Khattar has made a comment that many see as a misogynistic remark. In 2014, he had advised girls to dress 'properly' to protect themselves from rape. Khattar is not alone who often makes controversial remarks when it comes to crimes against women. There is a long list of politicians who blame women for cases of sexual assault.

Samajwadi Party founder Mulayam Singh Yadav had in 2014 said that “rape accused should not be hanged. Men make mistakes.” In 2013, Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat said that rapes were an urban crime caused by westernisation, and do not happen in rural India rich with traditional values.
