Mumbai, August 17: With the much-talked United Nations Security Council closed-door meeting on abrogation of special provisions of Jammu and Kashmir concluded on Friday, global body suggested a 'bilateral' solution between India and Pakistan. India in its turn made it clear that in order for talks to begin with Pakistan, it will first have to 'stop terror to start talks'.
