The intelligence report mentioned about two terrorists- one named Umar Madni and another from Nepal- who stayed in Varanasi for three days in May. They brainstormed over how to establish Lakshar's network in the city.

Umar Madni is a recruiter of Lashkar-e-Taiba and for the past few months, he met several youths to hire them. With Varanasi being PM Modi's constituency, the security agencies are taking every possible step to foil the terror attempt.
