New Delhi, August 20: Radhe Shyam Batra, a 75-year-old man from Delhi's Rohini area, succumbed to brain injuries on August 13, after being attacked by a stray cow in the locality. The attack occurred around 9:30 PM in the evening of August 10, while Batra was on his usual evening walk on the streets of Rohini's Sector 24. A stray cow hit him from behind, as reported by another resident of the area. Batra was a retired bank manager of a national bank in Hisar, Haryana.

Shyam Batra's family was informed of the accident and his son reached the accident spot. He was rushed to the Maharaja Agrasen Hospital immediately, where the doctor tried to stop the excessive bleeding and treat the injuries. However, the wounds were severe and Batra had suffered trauma due to internal bleeding in his brain after the hit. Three days later, while under observation and treatment, Batra died on the morning of August 13. Batra's daughter Preeti claimed that her mother was attacked on the road by a cow a few days ago, too. "We fear taking children out," she added. The local police was informed of the incident by the family in hopes of a probe into the matter. However, they were left disheartened when the police did not register a first information report (FIR), citing lack of a statement from eye-witnesses.
Delhi's Stray Cattle Menace
The residents of Delhi's Rohini have long been complaining to the Municipal Corporation of Delhi (MCD) to fix the issue of stray cattle. This has been a persistent problem in the area, with large rein-less groups of cattle loitering the neighbourhood. The cattle also cause traffic jams on busy roads and pose a threat to the life of common people. However, the MCD took no cognisance of the residents' troubles and nothing significant was done to curb the cattle menace. "Stray cattle from nearby villages come and block roads and sometimes attack residents," complained Rajeev Khulbey, a resident of Rohini. MCD is being held responsible by the residents for not taking action to solve the cattle issue leading to this unfortunate incident.
Another resident of nearby Naharpur told The Times of India, "The ears of the animals are tagged, which shows that they are picked up earlier by MCD but are (on the) loose again... the animals are released to dairy owners, who let them roam free of roads." Thus, the dairy owners, who milk the cows and let them free on road, were also held responsible and contributing to the stray cattle menace in the area.
