New Delhi, October 24: The Supreme Court on Thursday posted the matter of hearing on November 5, which was filed by the Executive Editor of Kashmir Times Anuradha Bhasin. She has challenged the restrictions on working journalists in the Kashmir Valley, in the wake of the revocation of Article 370. Apart from this, the apex court on also allowed the J&K High Court Chief Justice to file an additional report on the access of judiciary by people in Jammu and Kashmir in the wake of abrogation of Article 370.
The Supreme Court heard the petition of Basin who had alleged that the government of India had suppressed relevant orders, documents and circulars related with the internet and communication shutdown in Jammu and Kashmir. The bench also questioned Centre and sought answers on the timelines for lifting all restrictions in Kashmir. A three-judge bench headed by Justice NV Ramana asked, "How many days you want restrictions? It’s already 2 months now. You have to come clear on this, and you have to find out other methods." Following this, Solicitor General Tushar Mehta told the bench that restrictions in the Valley are reviewed from time to time. Adding more, Mehta informed the top court that 99 per cent of the place has no restriction as of today.
The Narendra Modi government had imposed restrictions in Jammu and Kashmir on August 5, after it took a landmark decision to abrogate Article 370 which provides special status to the state. Also, the state was put under communication lockdown since then, including snapping of all mobile, landline and internet services. Apart from this, schools, colleges and offices were shut, and movements on roads were curbed.
However, with almost three months of shutdown prevailing in the Valley, the administration restored mobile phone services for post-paid subscribers in Kashmir after 72 days on October 14. But the pre-paid services and internet services were not restored.
