Congress Leader Rahul Gandhi hit out at the Narendra Modi government over the methods adopted by the government to disperse protesters who were agitating against the Citizenship Amendment Act. Gandhi tweeted, "This government has no right to shut down colleges, telephones & the Internet, to halt metro trains and to impose Section 144 to suppress India's voice & prevent peaceful protests. To do so is an insult to India’s soul."

In Delhi, hundreds of protesters defied prohibitory orders imposed by Delhi Police in the Red Fort area. A march has been organised under the banner of 'Hum Bharat Ke Log' against the Citizenship Amendment Act from Lal Quila (Red Fort) to Shaheed Bhagat Singh Park (ITO). Another march is planned by the Left from Mandi House to Jantar Mantar against the CAA and the proposed nationwide National Register of Citizens (NRC). In Uttar Pradesh, Section 144 has been imposed across the state. "Section 144 is in force and no permission for any gathering has been given for December 19. Please do not participate. Parents are also requested to counsel their children," said Director General of Police OP Singh in a tweet around midnight on Wednesday. The Samajwadi Party has announced statewide protests against the Citizenship Amendment Act on Thursday.

At least four districts are under Section 144 in Karnataka in view of shutdown or protest or march called by various outfits against the Citizenship Amendment Act. In Bengaluru, nearly 100 protesters including historian Ramachandra Guha were detained. In Bihar's Patna and Darbhanga protesters burned tires and disrupted vehicular movements while agitating against the Citizenship Amendment Act.
