Alwar Lynching: ASI Mohan Singh Suspended For Delay in Rushing Rakbar Khan to Hospital, Admits 'Stopping For Tea'

New Delhi, July 23: Assistant Sub-Inspector Mohan Singh, of the Ramgarh police station in Alwar, has been suspended on charge of dereliction of duty. The suspension came after the ASI was accused of causing delay while rushing Rakbar Khan, a victim of cow vigilante attack, to the community health centre (CHC).

ASI Singh, while speaking to reporters, admitted to have stopped for tea enroute to the CWC which delayed the admission of victim for medical treatment. "Yes, I made a mistake," he was quoted as saying by news channels.

The lynching was reported on the intervening night of Friday and Saturday. Rakbar alias Akbar, a resident of Kol village in Haryana's Nuh district, was intercepted by locals in Ramgarh village of Alwar and thrashed on allegations of cow smuggling.

The police arrived at the spot at 1am, after being reportedly informed about the assault by a Vishwa Hindu Parishad (VHP) personnel. ASI Singh said the victim was lying in mud when they reached the spot, with two cows found near him. The attackers had fled the spot.

While one constable was assigned to take the cows to the shelter homes, the victim was taken to the CWC.

Witnesses, however, allege Rakbar was taken to the police station first where he was assaulted and later taken to the hospital.

As per the CWC registry, the victim was admitted to the hospital at 4am, nearly three hours after the police reached the site of attack. The delay led to his death as Rakbar had suffered from broken ribs, lungs, along with excessive bleeding.

Alwar police has so far arrested three persons - Dharmendra Yadav, Naresh Singh and Paramjeet Singh - after registering a case of wrongful restraint, voluntarily causing hurt, murder and unlawful assembly on Saturday.
