UPSC Prelims Examination 2018: Foundation Course Will Not Decide Cadre of Civil Service Officers This Year

The candidates who clear the Civil Services Examination (CSE) in the course will not be allocated by the government.

The Union Public Service Commission (UPSC) is likely to release the results for Prelim Examination 2018 in the coming month on the official website; upsc.gov.in. Officials from the Department of Personnel Training (DoPT) have recommended that the task of assigning cadres after the 15 months Foundation course shall not be implemented from this year. Hence, the candidates who clear the Civil Services Examination (CSE) in the course will not be allocated by the government. UPSC conducted the prelims on June 3 at various centres with lakhs of students participating in it.

In the recent move, close sources from DoPt told TOI that there is no unity among the cadre-controlling ministers of various services which also includes the IPS and IFS officers on the proposal. Such mismanagement has prompt the government to revise their procedure of recruiting. This step means that those who successfully clears the CSE 2018 will be allotted to IAS, IPS and other services as per the criteria like their rank in the prelims, choice of work, candidate’s category, number of available vacancies in the candidate’s category and findings of the medical board.

The foundation course examinations which holds 400 marks will only be counted for deciding the ranks of the probationer within the batch. In the previous month, DoPT forwarded the cadre-controlling ministries which sought comments to the Prime Minister’s Office. The PMO “has desired (them) to consider the suggestion and necessary action on it for its implementation from the current year itself”. This letter further requested the ministries concerned to examine, “if service/cadre allocation to probationers selected on the basis of CSE be made after the foundation course....based on the combined score obtained in the Civil Services Examination and the course.”

The letter had asked response within a week, but officials hinted that so far there is no consent on the proposed changes. A DoPT official was quoted in the same report saying, “So the service/cadre allocation for the current year will be done before the commencement of the foundation course, scheduled to conducted between August 27 and December 7, 2018.” The results for the Prelims are usually released within 40 days from the examination and following the tradition, candidates are expecting it to be out in the month of July.
