New Delhi, October 1: After repeated pleas by the aspirants, the Union Public Service Commission (UPSC) has finally approved a new norm, which allows withdrawal of applications after the last date of submission. The move comes as a bane for candidates vying for competitive exams where the number of attempts are limited.
The new rule will come into effect from the Engineering Services Exam (ESE), scheduled to be held in 2019. Although the news comes as a major relief to UPSC aspirants who consider withdrawing at end-moment, it should be noted that there is no limit on number of attempts for ESE, but the maximum age is restricted to 30. The withdrawal application form could be filed by the candidates online within a stated period of time. For ESE 2018, all withdrawal applications should be moved before October 29, 2018. For further queries, the concerned candidate can write at upscsoap@nic.in.

In the statement issued by the Commission it clarifies that in case of multiple applications by a candidate, the latest one would be withdrawn, whereas, all others would automatically get cancelled.
"f a candidate has submitted more than one application form then the higher registration-id of Application (latest) will be considered for withdrawal and all earlier applications will be treated as cancelled automatically," the statement reads.
Exam registration fees will not be refunded in case of withdrawals, the Commission states, adding there is no provision for withdrawing of incomplete applications.
