UPSC Civil Services Exam: Modi Government to Make the Recruitment More Tough?

If approved, the recruitment could be more tough as marks scored by the candidates and interviews might not be the only measures to successfully clear this highly competitive exam and get into the desired services.

In a major move, that could significantly change the way civil servants are recruited, the Narendra Modi government recommended a new criterion for cadre allocation through Civil Services Exam (CSE). The proposal will modify CSE recruitment procedure which is conducted by the Union Public Service Commission (UPSC). If approved, the recruitment could be more tough as marks scored by the candidates and interviews might not be the only measures to successfully clear this highly competitive exam and get into the desired services. Yes, the centre is striving to turn the 15-week long training course for new recruits at Lal Bahadur Shastri National Academy of Administration (LBSNAA) into an added condition.

The Indian Express reported that letters regarding the revised proposal have been sent from the Department of Personnel and Training (DoPT) to various cadre-controlling ministries. On May 17, Joint Secretary, DoPT, Vijoy Kumar Singh circulated a notice to various departments highlighting a major point that reads, “Examine the feasibility of giving due weightage to the performance in the Foundation Course and making service allocation as well as cadre allocation to All India Service Officers based on the combined score obtained in the Civil Services Examination as well as in the Foundation Course.”

While some are supporting the latest move, others are not happy with the proposed view. As the notice being circulated, Congress President Rahul Gandhi on May 22, slammed the government’s proposal stating that the future of UPSC aspirants are at risk!

According to the current norm under UPSC, those who clear the civil services examination are selected for posts such as Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS) and other central services as per the exam ranks. Once they surpass the written exams and the interviews, the aspirants are then sent to LBSNAA for training which starts with 15-week foundation course before the selected candidates step out to service-specific training programmes.

The Foundation Course at LBSNAA is a combination of activities that are carried out at the academy. The activities include academic components such as law, political science and public administration. Apart from these, a number of extra-curricular activities such as village visits, interaction with fellow probationers and trekking take place.
