Ease of Doing Business: List of states and their rankings.
New Delhi, July 10: For the second consecutive year, the state of Andhra Pradeh is ranked first by the Minsitry of Commerce and Industry in the 'ease of doing business' rankings. Andhra Pradesh, ruled by the Telugu Desam Party (TDP), a former ally of the BJP, outperfomred 28 states and seven union territories and emerged as the best state to do business in, followed by Telangana and Haryana.
The Department for Industrial Policy & Promotion (DIPP), which is under the Ministry of Commerce and Industry released the rankings today. Andhra Pradesh and Telangana jointly occupied the top slot in fiscal 2015-16, while Gujarat, the home state of Prime Ministre Narendra Modi, was ranked number one in fiscal 2014-15.

According to the 'ease of doing business' rankings, only 21 states implemented more than 50 per cent of the reforms suggested by the government.
