"This is not for politics. This is for a complete change in the country, either in economic policy or political policies or in the way of thinking. Unless such a change comes, this country would not prosper," he told reporters.
Rao, who had earlier announced plans to forge a non-Congress, non-BJP alternative at the national level and to bring about a "qualitative change" in politics and governance, has met West Bengal Chief Minister Mamata Banerjee, former Prime Minister and JD (S) leader HD Deve Gowda, DMK leader M K Stalin and also Samajwadi Party leader Akhilesh Yadav in recent months.
Rao, who was briefing the media over the decisions taken by the state government on issues of state government employees and their welfare, said the country has not achieved progress as it should have.
He said China and even small countries such as Singapore have made rapid strides in development in different sectors while India has lagged behind.
"Without a radical, qualitative change, you cannot progress; in view of your population or prevailing circumstances. You require a quantum jump.
"China also did not have anything then. After they realised in 1976, they took decision and strictly implemented it. They were below us, but they have gone ahead of us. They are the second largest economy in the world," he said.
China is number one in the world now in terms of foreign reserves, better than even America, he noted.
Rao said he has been holding consultations with economists and others and that the "agenda is being prepared" for the platform.
"Nothing is in haste. What we ultimately will be...it will not be KCR alone. There will be a big force," he said.
The "consortium of parties" would be an "alignment of certain forces" initially, followed by an alignment of people, he said.
Citing the example of the NDA government not being able to pass certain bills in the Rajya Sabha because it did not have majority, Rao said such "anomalies" need to be corrected by bringing in "structural changes".
Among several measures, Rao announced that a Pay Revision Commission (PRC) would be appointed in two-three days for state government employees.
