Dwivedi shot 65 in the first round and 68 in the second to be seven-under 133. He is 10 shots behind Thailand's Varanyu Rattanaphaibulkij who has shot a stunning 62-61 in the two rounds to 17-under.
Dwivedi, who turned pro in 2016, has been playing on Indian domestic Tour, and making regular appearances on the ADT, where he is looking for his maiden win.
Thailand's Nitithorn Thippong returned with a solid round of 66 after a first round 64 to be placed second, while Sweden's Oscar Zetterwall is lying third with 64-67.
The halfway cut was set at one-over-par 141 with a total of 57 players qualifying for the final two rounds.
The Singha Laguna Phuket Open is the eighth leg of the 2018 ADT schedule and the leading five players on the ADT Order of Merit at the end of the season will earn playing rights on the premier Asian Tour for the 2019 season.
